it does look rather 70's, I really love the shading and the line work. That work must be worth it.

an hour to draw that? that's a little long. and 16 layers seems huge for just one character. I guess it depends on the time versus the quality.
all I can say is to Keep Practicing and Keep it up. You'll get somewhere eventually.
